from what I gather so far, empire rank ≠ individual emperor strength. It seems to be more about the synergy of the empire overall that made them clear the highest number of levels. Tbf there has been little action so we might just have to wait and see.

No, the ranking is based on their kingdom prosperity and tower floors cleared. It's not about the king's strength, Mc has 1 attack skill and can use a bow and arrow.
aside from concealment and being able to give buff to his heroes, does the mc have other skills? does the rank of the empire not correlate to how strong their lord is?
