Like clicking on a manhwa and scrolling down to see topic. Then as you scroll even more you see the "Start a topic about..." ??? If you still can't see it then

If your on mobile maybe make it on laptop mode and then make it mobile again. Or you could reset whatever app your using to read on mangago
