I think he was sent with his sister by the 1st prince, as a way to further show how low down he was on the royal family hierarchy I.e. being further associated with his sister who was at the very bottom.
I see, the hierarchy certainly looks the case. Just feels a bit weird though that his brother looks like he just moved in to the household his sister married into. It's more likely a temporary accompaniment of the bride as an escort is what I'd like to believe. I was momentarily confused earlier because my mind keep thinking of what's called a hostage prince diplomacy but that's not really it either.
