I wouldn't say they're blood related but they're just the same species and just help each other if the time comes.
But the one helped him said “the son of my sister” therefore I think they are related.but with that auntie that I mentioned,it is just a theory.
I’m 100% sure the river helped him when it said “the son of my deceased sister.” Since dragons can be born from rivers, and the seme was born from a stagnant (aka dead) river, the seme’s aunts are rivers. The lady who lives on the mountain is another dragon which the spirit tiger guardian hinted at.

İ think that old woman (who lives in the mountines and poisened Lord) is Woon’s real auntie.Cuz she said something like “..recover his(Woon’s) memories”,so that is why I think she is someone who knows Woon for a long time ago.
I read the raws from somewhere else,in one of the chapters She was the one who helped Woon when he was almost get killed.
