Because he's just bad at Finance lol. He was also bad in first timeline , later he was subjected to torture and became Omega , then died few years afterwards.
He never had the time to improve himself at all and it's still continuing in 2 nd timeline.
Now he'll again become Omega totally getting rid of Learning opportunity. Coz finances are mostly managed by Alphas.
