Megumi wanted to stick it to his dad but his dad tried to do reverse psychology. Then, he made an arranged marriage meeting because he wanted to continue to control his son anyway. Harutsugi is an overprotective dad and no one will ever be good enough for his children but Kuroji is remaining level-headed because Megumi has no bad intentions, Tsugumi won't hesitate to speak his mind if things aren't working out, and he know realistically at this point in time, it's going to be an engagement, not a marriage (because I believe because they are 16, they would need both of their parents to agree to it.)
I know many media forms romanticize marrying your high school sweetheart and statistically, it's unlikely for that to actually happen or succeed. However here, Tsugumi is actually starting to put thought into how he feels. He's growing as a person because of Megumi and that's very sweet. I put that as a positive in the possibility of them making it happen realistically (this is fiction so the relationship is going to be end game either at the end of their relationship, their high school career, or the author might be nice enough to let us see them as adults.) Right now, the one who would call the break up would be Megumi, the one who articulates his feelings the best, though he's smitten at the moment so that's not happening.
