I’d bet it was the guy who summoned Momo that arranged the arrest. He knows they are all there. When the military(?) group was introduced it was a big deal that the regular sorcerers like Theo and Luca can be punished if they failed to provide just a dinner for them. 100% he can have Theo illegally arrested
i hope that if anything comes down on theo for summoning, it'll also come down on the guy that kidnapped momo. and if umehiko gets sent back, it'll be with his sister, and after theo recovers, he goes to earth to find umehiko. maybe losing his magic & becoming mortal in the process.
