This is based on a novel. And unless the mangaka really goes against the original story (which doesn't seem like she will), the reality is (and it being evidently obvious in the story so far), the uke will never see the second lead romantically.
I don't think they see each other again or maybe briefly after he helps the uke run away and the uke comes back to the kingdom.
The uke and emperor will eventually live happily ever after. Can't say the same for the uke's sister and father though at least.
