if taught in a less harsh, more logical way, it works more. for example, calmly teaching kids that if they feel they need to do hard drugs to find a school counselor who wont tell their parents and they can talk through their feelings.

Its only a sex crime if you knew people were gonna see you or wanted to, i feel like you think that since the word public is in it you think the people who partake in those activities actually do it infront of others and not do it in an area in public.
