Haru never said he regrets meeting Ren; he's just wondering how his life would have been if he hadn't. He doesn't even say "when Ren and I met," making Ren the reason for his parents' death, but rather if he hadn't met Ren. I would say Haru might blame himself for what happened to his parents, but I don't think that he hates Ren for it or regrets their meeting. I think it's normal to wonder how your life may have turned out if it wasn't for a tragedy.
