The real creator of the curse was Seth, he wanted to use it on Osiris, but Osiris possessed Anubis' body in order to provoke and trick Seth into throwing the curse at the body of Anubis, that Osiris was currently possessing, and that's how Seth accidentally and unknowingly cast the curse on Anubis.
wait a minute. If that's the case with anubis, and the curse for seth seems like souls from people he murdered... Then osiris probably made anubis that kind of god so he can lift the curse from seth..
