you can read them as romantic or platonic. they are not “canon” but they also don’t end up with anyone else and they become “life and death companions”. it does take a while for them to get closer though, regardless of platonic or romantic interpretation their relationship is pretty slowburn lol there are also several characters inside of the novel/webtoon who want them to end up together or assume their relationship to be romantic. some of their official art is also pretty homoerotic and the official novel artist even did joongdok fanart (its hard to find at this point). official webtoon accounts have also promoted their app/website and specifically orv using the ship + theres a shit ton of fancontent.
i definitely read them as romantic but yeah your own choice and interpretation to make
either way i would not recommend you to go into this only waiting for and expecting their interactions. their dynamic and and story overall is so much more than that :3
