I dont think she can, it was mentioned at the start she texted him 3 times a day to make him feel less anxious. I'm guessing her personal belongings got taken, and she can't contact anyone.

Question, if the sister knew her brother was anxious, why not just call the brother? He literally is in this position because he thought she was in danger.
