If I remember it correctly, Cheongryeo has status abnormality called revision; It's an ability to restart his life after he died. He did died by killing himself quite a few times so ofc he will develop some mental issues (another regressor syndrome?)
He found out that Moondae has a similar ability to him. And for some reason he couldn't use that restart ability anymore so he wants to pressure Moondae to commit suicide (if Moondae doesn't want to, Cheongryeo will kill Moondae himself) cuz He wants to regress and fix a few things. He thought he would be able to reverse the time if Moondae died
Actually in short you could say that cheongryo is somewhat jealous of moondae cause he regress many times to make their group stay but always failed. He tried to make a hard life to moondae (with his group mates) since he also doubt that moondae is like him a regressor.
