I think the duke ask her "where are you going?" Because he ask her to go to the duchy with him but the duchess needs to go to the the county to handle her failed business first.
But then the duke ask why she didn't told him about her problem, instead he has to hear them from other people.
But the duchess told him it's because the duke it's so busy these days so she didn't want to worry him.
The the duke told her that he never told her he was busy.
Maybe he wants to tell her that the duchess didn't ask if he was busy, she just hear it from others too. So maybe he wants her to communicate with him, instead conversing using the aide.
And affair here mean an event or sequence of events of a specified kind or that has previously been referred to.

Why the Duke said the affair from other? Why he looks sad at the end? Like what happened during that conversation? The conversation doesn't match with the characters' expressions. I'm so confused ┗( T﹏T )┛
