I'm up to date on the official English translation of the LN. Where I'm at, Maomao isn't exactly uninterested. You can tell there's some chemistry between her and Jinshi, but she won't let herself feel any sort of attraction or intimacy with him. She's seen too many women, her mother included, end up suffering because they let themselves be swayed by emotions. She's keenly aware of the difference in status between her and Jinshi. Jinshi's position forces him to make decisions that prioritize the nation and any number of enemies could target her as Jinshi's weakness. She only sees tragedy for herself and Jinshi if she were to respond to his advances.
There's a scene where Jinshi is so frustrated by Maomao's rejection that he tries to physically overpower Maomao. Maomao then uses the techniques drilled into her in the red light district to turn the tables on him, giving him an intense kiss and leaving him powerless and speechless. To her, though, it was just a means of getting out of a dicey situation.

The gap between them widens when it's revealed that Jinshi is the emperor's younger brother (even bigger secret is that he's probably the emperor's oldest son switched as a baby with the emperor's younger brother who was the same age). Jinshi does everything in his power to get rid of the obstacles that prevent Maomao from even considering his proposal.
His most extreme move was to brand himself with Empress Gyokuyou's crest as a sign of his loyalty to her and her offspring who would inherit the throne. He extracts a promise from the emperor to let him leave the imperial family when Empress Gyokuyou's son safely takes the throne. The emperor is forced to agree because the brand is a shameful sign of slavery and would cause a political uproar if it were discovered.
Since a doctor would inevitably see the brand during checkups or medical treatment, Maomao learns to be a doctor so she can be the one to treat Jinshi and keep the secret. Women aren't allowed to be doctors, though, so it's a big challenge. By this point, you can tell that Jinshi is special to Maomao and she wants to support him, but she still doesn't believe it would end well if they got together, so she still keeps Jinshi at a distance.
Overall, there's not a lot of progress since Maomao puts a hard stop to it, but Jinshi is chipping away at her defenses and leaving her no room for escape.
Can the light novel readers please give me spoiler on the romance between our FL and ML? Currently fl seems not so interested in ml. I wonder if it has changed in the novel.
