yes he did end up falling for su-a i read the chapter on korea webtoon app, and so many korean comments were sad about his death and how he never properly apologized or confessed to su-a. She will never know he truly felt about her.
Also you can see how haesu was actually jealous of eui-hyun to the point where he was having corrupted/bad thoughts wishing eui-hyun was a traitor so su-a can see that and have a change in her heart. He wanted to win su-a’s heart. But he knew that eui-hyun would never betray his people and country and is the exact same person su-a was first in love with.
So he thought of the “what if” he met su-a in a different circumstance, but to him just spending time together during the winter was good enough for him. It’s all around tragic:(
