Right. His motivations are inconsistent and, honestly, insipid. Shigaraki has a clear motivation that has has evolved and we can understand it. AFO is just evil for evil's sake and that makes him a stupid villain.
There isn't any point in comprehending his feelings regarding his brother and Kudo. It's like asking a dog why he dogs; it just does because it's a dog, which is why the question is stupid to begin with.

Just because a villain doesn't have the same experiences and motivations, doesn't mean they aren't an emotional villain. Emotional villains are the type you are more likely to sympathize with; same with righteous villains, depending on your own point of view.
The league's roster is predominantly emotional villains, actually. That's why they see each other as family. They care about each other.
