It's old school thing back in till 2008 Street gangs were pretty famous among teenagers there used to be bike gang , car, fightings all the type of gang people joins it's seen as rebellious phase among teenagers and having free spirit when they become adult they just leave it to another younger person. Seems lame but it's pretty famous back then.
Is it common for people in Japan to just... Fight for no reason on the streets? Bc I've read a bunch of yaois with this same plot like it's a really common thing
