It won't manhua creators THEMSELVES chose to censor it not because of the government rules or some shit
while government rules does play a part its mostly the company the artist work for. A lot of manhua creator's don't want to censor the kisses but they'll get in trouble with their editor if they do.. that's how my fav manhua series got disconnected because the artist broke the rules and didn't censor the kiss.

Like I said the government laws still play a part in this as well as culture. Most companies want to avoid getting into legal trouble and on top of that are run by old people with conservative values. but not all publishing companies in China are like this obviously it really depends on the location, the company itself and the editor
