I think I might explain this well! The the issue is basically culture. America is heavy on having their own car because of 'individual culture' rather than 'collective culture.' not to mention in major cities, you don't always need a car and it could be too chaotic. It's easier and cheaper for a bus, so it's an expense things.

To put it simply it's expensive to own a car not because the car price but what you have to pay after owning a car (there's quite a lot of bills), also their public transportations are on another level you can basically go anywhere with train and bus, just have to walk if necessary. Just like how in this chp they able to go nowhere with bus.
Also don't think it to hard, I don't think culture play that much of part.
I've always wondered why japanese people don't own a car? Even the chief? Are the cars too expensive there?
