hmm yeah that would be true, but maybe the only thing we can think of is at least Hari and Eugene is not even close like the same bond of Cabel & her. Now it made sense that's why the young Eugene and Hari doesn't have enough interactions too, they only had is when they're already adults. Alsl it's good that before and even while reading this story the author already visibly, harshly pointed out that Hari is not their blood related so the readers had been initially consciously aware of that and thanks to their era that siblings doesn't have to be together all the time since they had their own lessons when they're young. So somehow this story might be justifiable and thankfully, on the ending, everything are clear and there's no guilty sin since she got her own title after all.
