It is not impossible but hard to believe. Because when the bullet is fired, it pierces through air... as it spines, it has enough force "repulse" the air, going against air friction. As the spinning motion works like a "swirling fan", you'd expect the hair to "space" for the bullet to go "through". If the bullet can repulse hair, you'll expect that repulsion to "push away" the hair in the same way wind works. Virtually, it is most likely that the bullet passes through the hair cutting few threads than A BIT ASS CHUNK of it. It's not a scissor, but a swirling object.
Ok tbh I looked back at the manga but his hair is thick so there's no way a small bullet can cut that much hair
As for the spiral force or something I don't think it is slow enough to cut that much hair bc bullets are usually fast and it can pierce faster if you say that hair was cut of by an arrow then I can somewhat believe
