I'd have to reread because the details are a bit hazy but San was never actually dead iirc, the reaper thought that he was dead and took him to the underworld by "mistake". It seems that somehow now, San is able to be in the human world and live as a human.

He was stuck between dead and alive, and I recall they said there’s no simple way to just return him to the living world because he has crossed the line to the underworld. They needed to formalise his death and “reincarnate” him so he can go back.
