True like imagine if he took in the form of as an adult but act like a child with a child mentally like isn't it weird , but if it's a child everyone could understand that he is still a child, young naive and don't know how cruel the world is
A baby dragon coz he was just born of a dying river... so physically he's a baby dragon and mentally too, he's a baby because he doesn't know he's a dragon or how dragons live or dragon powers are. Plus he an orphan too coz the river is dead so.... he's just a smol baby and we should love smol babies, not beat the life out of it and go ahead and try to sacrifice it for our greed!
