Her wish was that they both remain in this world. Which was granted. She could chose to stay in this world and be happy or return so flore could be miserable.
According to a previous prophecy one of them had to return. So she wanted to return just so flore won’t. She is happy here but if she wants flore to pay (aka her revenge) for everything flore did then flore has to stay in this world otherwise she will stay and flore would automatically be sent back first since she made a choice already.
This bargain of the dragon serving the goddess in return for her wish means she is happy with the person she loves and an empress whereas flore is in prison for murdering the previous emperor and attempted murder of the current empress. So she in for life and a harsh life at that.
