I've got a feeling that the queen is not is biological mother, as we can see on panel where his mother slaped him there is a woman with darker wavy or curly hair and the queen has straight blond hair, he may be calling her mother because he's the crown prince and she is the current queen, maybe it' somewhere in the story but his mother could be a misstres or late queen... idk...
