I'm pretty sure he's s already 18 and is soon to graduate. The school system in Japan is not the same as western system where students graduate at 17. So I dont believe pedophilia applies here. The hesitation from the teacher's part is all because he is a student and he is a childhood friend. Which is why he is waiting for him to graduate.
