It's the teacup ride, the platform spins in place making the teacup shaped seats that's on top of it spin/go around in a circle.

Some teacup rides have a handle in the middle of the teacup that passengers can use to make it spin faster and seeing Lev enjoying the thrill of the roller coaster he'll possibly want to make the teacup spin really fast. Possibly Anna was just warning Taichi that Lev is going to make that teacup spin really fast
