I dunno what his intentions are either, but there is a chance he grows to become interested in Jaerim. Just like Yuri did. He counts as a love rival because he gets romantically involved with Jaerim, whether his intentions are pure or not.
I just find it funny that it seems like you're pointing out he can't have a love rival like Jaerim can't attract someone like that. It will happen, it hard to keep it interesting if it's just a main couple without any mishaps along the way. Yes, he is PART of the bullying group, but he hasn't done any of the bullying himself. He's off to the side and not giving a crud. Jaerim is peeking his interest because Jaerim is different. He's not like the other weaker victims of bullies. He'll stand up for people and fight back, whether guy or girl, even if he is physically weaker or smaller. Other guy may be "dating" the other girl, but it looks more like a cover up and a way to use each other, not one of those real relationship. 'He didn't seem to care if she broke up with him for not pampering every need when she wanted it. He looks like he's just getting pretty bored with life and something interesting came along at the right time. It might be what Yuri needs to snap out of his emotional roller coaster and confront his past.

I hope you're right. And I think it would be awesome if there really is another love interest for Jaerim since his one of the best protags I've ever seen. And also, the new bully who appears could just end up like the last one (who looks like Butler from Umineko), changing himself for the one he loves.
Why would he pretend to be nice anyway? What would he gain from that? As long as I don't see what will coming next, all we can do is hope that he won't mess things up more than they already are.
