Time works differently in beastmen world. Like one human year is like 7 dog years on Earth. Look at the gestation period which is 90 days. If 15 years old is considered an adult in beastmen world then it might be because time is different for them.

Humans have been made clear to be a different species than beastmen so im sure they understand that they age differently. Humans dont have human rights though either so i can understand why they dont have an established age system for them.
