I think thats what they are going for but... I have rather severe prosopagnosia (I have trouble recognizing even my family members) and it doesn't work like in this manga hahah its more like, all faces look all the same and if someone is wearing different haircut or clothes, I can't recognize them. Kinda like trying to recognize a tree from a forest.
