Cho-ah, my naive child...brace yourself. Of course Baekrang is taking Mujin's name off the wanted list - not to make him a free man - but to imprison or execute him. He's taking his name off since he's no longer a 'wanted' man, but now 'found'. There's no reason for the kingdom to look for him since the prince has him in his sights, right where he wants him.
