I think it’s to prevent anyone to put the chapter before?? So that no one else except them should update that chapter (I’m sorry idk if this is understandable)

So from my understanding, because there are existing badly translated MTL (machine translated) versions of webtoons/comic/manga etc.
These bad versions get scraped from the web by bots and uploaded on to mgmg. So to stall the upload of a bad quality chapter, if a placeholder is uploaded the bot won't upload that chapter because it thinks it's already there.
