but i think, it's 'cause hyunsoo's a potential whistleblower? He was the only one in the prev dept that wasn't in on the scam. So I think the old boss wants him in order to prevent any leaks on what he did. That and 'cause he's damn good at his job????

Jk jk. My theory is that Elune is pulling the same tricks internally as Seo's old department. So yeah, that whistle-blower angle is there.
Other than that its because ego issue? Like he got everyone involved but this one guy - so maybe to 'break him'.
