He's not an international spy or necessarily well-versed in Russian spying ... He's on foreign soil working as a one-man team. His supposed assigned partner is a crazy loon and he was given false info and also very little to no info and only at the last minute....then he was attacked multiple times and had all his stuff blown up. He has no point of contact and can't contact anyone outside of this ops because it's a black/covert ops. So he basically became a lost person w no ID, money, phone, etc. Except to rely on the one person who's supposed to be his assigned partner.....
