I think that’s the reason why they don’t allow mixed bloods into their territory because it goes against everything they believe and therefor think that the ,Idee bloods are actually evil breeds. Like what his half brother said: they believe that souls are bound together and that those souls can find each other on earth and produce offspring. And for them it means that only souls within the tribe are bound together but on the off chance that souls from their tribe are bound with a soul from another tribe they see it as “defective bonding” or a deed of evil and a mistake that happened and therefor deem all halflings as evil creatures born from such a defective soul bonding.
Rejecting the idea of interracial breeding to maintain their idea of tribe soul bonding so to say.

So I went back to chapter 36 and there he explains it himself: HALFBLOODS can’t have offspring with someone from another tribe. Which means pure bloods can. Therefore the existence of mixed bloods is explained because they were conceived between a pure blood from the kanic tribe and an outlander. But said mixed blood would have to conceive with a pure blood from the kanic tribe or else it wouldn’t work. It’s not explained why that is but it seems like the kanic tribe genes need to be passed down in a certain percentage for the pregnancy to work or something. And the only way how a mixed blood could conceive with an outlander would be if their souls are already tied together which seems to be the case with the mcs (because they swore to take each others place in case of a disease etc three times throughout their life, hence creating their soul pair bond which also is responsible for them switching bodies when one is harmed through attempted suicide)
