well, shoujo is romance with female target audience so it does have romance genre :p
Not all shojo is romance though. Shojo just means it's aimed at girls so i think a romance tag is necessary
i've yet to encounter a shoujo without romantic subplot
Honestly a lot of that is not translated because people think shojo is only romance one example i can give is umi ga hashiru endroll
