Well... Its won't be too specific and I'am super bad at explaining shitz but–
Rezef will kill the Nanny cuz idk maybe he is very overprotective...? Or either he feels that Cayena won't be giving him attention so he kills the Nanny and tries to cover it up by a suicide. However Cayena found out about it and she was enraged so she decided to punish him(?) By not allowing Rezef to take a step in the Capital.

I wouldn't say overprotective,i'd rather say obsessive and possessive,i mean he is ready to do whatever it takes so Cayena can stay in his grasp
