My guess would be that since humans created folklore of the nine tail fox, it didn’t reach the fox community so to them he was a mutation instead of a mythical creature.
Which would explain why the old lady believed his tail were beautiful as well as the mom who assimilated into human culture, and the wolf who read human culture. It’s also a possibility humans have more an understanding of acceptance of differences than the animal kingdom.
