I don't think so... I think he views her as a little sister. He seems like someone who likes to stir trouble for fun so maybe that's why he seems interested in her. He also seems cunning so maybe he thinks the fl has some power (maybe saintess powers?) and she also comes from a powerful family so he could use her (I don't think in an evil way but just in a political way). These are just my assumptions- I don't really know~
