Some of the older women in my family (as in 60+) (also from south or US) will kiss cheeks or make kissing sounds but only touch cheeks when meeting family or close friends. Never strangers. So to add onto op's comment. No real kissing is done the way the comic portrays. Unless your drunk and and/or an idiot.

We Americans HAAAAATE when a stranger touches us period. It's unsettling and makes us uncomfortable. If a stranger kissed us. Heeeeeeeell no.
This rumor needs to stop. It's dangerous you will get the shit beaten out of you and the cops called on you.
In certain parts mostly (not in the cities up North). Most of us (not all) are just friendly, we help, we converse to break the tension (some do too much), and then we're on our way. We do NOT just walk to a stranger and kiss them! This is not a social norm.
I don't know where this started but for your safety don't do it.
