From my understanding, you're right about this dragon guy being her guardian. Though I think he also protects Ajren too, just because (I think it's also to annoy Jason, but still).
So like I think him and Jason protect the both of them, even if one has blood that matches to heibi or the imperial family more than the other. Ah, it's hard to get a completely understanding from raws.
