There's no specific law for that i think and all the legal talk she said were just her bullshitting. The correct approach should be her getting DMCA just like the author of Pian Pian, A Man of Virtue and Mad Place author did.
she and some other authors called out korean illegal readers, worse than they do to international one. the reason they don’t take down korean sites is the same reason they can't take down english sites easily and that's because they change domains too frequently they’re hard to track during the legal process. it even more strict with korean illegal websites because the most popular ones were involved in the nth room scandal. you guys just choose to ignore em attacking korean readers to have a reason to call these authors racist lel. i'm not picking side in this drama but to see you people just adding the fuel to it kinda annoyed me
