Well if you think about it in the real life, people will not think it really creepy since he got a super handsome face plus he still in his 20s. It's hurt but ever since a long time, appearances of other people is really important, isn't it?
I do get what you mean but we have to take into consideration the cultural differences. Different cultures have different ages for adulthood/consent/drinking/marriage. Japan has one of the lowest ages of consent in the world. In Japan, Ichika is of legal age. In some (but not all) US states, Ichika is considered a minor. I'm not saying it's right or wrong. I'm just pointing out that the author likely sees things differently.

Aren't they still considered as 'minors' when they're under 20 years old in Japan? Although the age of consent is low (13 y/o), their legal gambling, smoking, and drinking age is 20.
As far as I know, you can marry in Japan when you're 16-18 but the other party should atleast be 20 and you got the consent of your parents. However, that still makes a 16 year old a minor, right???
I associate the term 'minors' with the age of consent and not the age of drinking, gambling, marriage or voting. Age of consent is the one that is relevant for the case of an adult like Amakusa having a relationship with a high schooler like Ichika. In a place where the age of consent is 18, it would be inappropriate and illegal for Amakusa to date Ichika. In Japan however, it's fine for Ichika and Amakusa to date. The manga is focusing on the age gap between the two as being the wall between them. There is no discussion of Ichika still being a kid, the situation being inappropriate, or waiting for Ichika to become an adult to pursue her. I don't think this setting would fly in the western world.
I guess I find it kinda weird because Ichika is still a minor. Confessing to a minor is one thing, but actually pursuing her and doing things out of love is a little bit too much for me. It's rlly cute but some of his actions can come out as creepy if you actually think of it in a real life setting (e.g. waiting for her in her school, etc). I love the two of them but I prefer if he pursues her when she's atleast 18.
