The only illegal thing any of them actually did was pushing his head into the table. Everyone was scared of them so I can understand why no one reported them.
The biggest thing I don't understand is the place having adequate first aid? A knife fell into my hand once and the restaurant just gave me toilet paper to help slow the bleeding. They told me it was against food safety to have plasters, bandages and ointments in the kitchen.
