I think the strong emotion change their eyes colour so just feeling happy won't really affect it
And Cloe does not really feel extreme happy about it we could see she feels a little uneasy but that not made her eyes turn green or red
So Extreme or Strong emotion is a factor to changed their eyes

hmm I've been meaning to ask why does the color of her and her brothers eyes doesn't change that much? like when she received her own castle didn't she feel happy?
