I think you have the bullying mixed up with teasing. bullying is usually harmful and mean spirited, teasing is meant to be playful.
in manga tags and in manga itself, i find that 'bullying' connotes both meanings, but yeah i should have used teasing because that's what i would call what i do irl.
Bullying and teasing get used synonomously...I mean bullying describes a kid pulling the ponytail of the girl he likes....or posting naked pics of the girl you don't like on facebook...so there's a wide gap there...
