The reason is because Arthur needs to make a quick decision during the war, it is either to stay in the battle [in the wall] or flee and help the troops in another battle [Elenoir Forest]
Now why romance create a big part in his decision?
it is because he was assigned to help the battle in the wall and he cant quickly leave because the alacrayans [enemy] is 1 day ahead of the time for the battle in the wall and his entire family was in the wall also fighting
However, there was also Tess in the elenoir forest and he wants to support them, because the council choose to make the troops and resident of elenoir to leave the forest
Im really not sure if what is the author's purpose of making arthur decide between two things because the novel was translated and my interpretation of the translated novel is that,,,,
"Arthur needs to choose whether his family or Tess, to protect the wall or help the other troops"
now the decision was made based on romantic feelings [In my opinion] because his driving force to help the other troops in elenoir is because Tess was there
If Tess wasnt there in Elenoir, Im sure he will choose to protect his family over the abandoned Elenoir
