He’s great but from what I remember (possible spoiler? I can’t remember if it’s been said in the manhwa yet...) Penelope believes vinter would be the first to turn on her when the other girl arrives :) so the reason why he’s not being rooted for is because he might switch up fast (<- not spoiler I haven’t gotten to that part in the novel yet it’s just what Penelope believes)

In the og story, Vinter is the one who finds Yvonne and brings her to the Duke. Also to save yourself from heartbreak since (this is a spoiler from his route so close your eyes if you don't want to know)
One of the spoilers said that he already knows the ending and like he loves Penelope but he knows that the only way to save Penelope is if she ends with the prince. He's been repeating the story to save Penelope and among every route, the Prince's route is the only one that will save Penelope from dying so he's forced to give up his love for Penelope. Which is why his % color is white which signifies imperfect love, cause he knows he can't love Penelope. So yeah, if you want to save yourself from heartbreak, you'd better not root for him.
